| Abstract | This research aimed to examine the policy processes of innovative initiatives implemented by local administrative organizations in Udon Thani Province to improve the quality of life of the elderly, as well as to analyze the limitations and propose participatory innovation development approaches. This study employed a mixed-methods research design combining quantitative and qualitative approaches. The results revealed that the policy processes of innovative initiatives for improving the quality of life of the elderly consisted of five main aspects. (1) Strategy development: The Na Phu Elderly School developed its strategies through collaboration with Boromarajonani College of Nursing, Udon Thani, with the aim of enhancing learning opportunities and improving the quality of life of elderly individuals who often experience loneliness and depression. This initiative was supported by the Community Research Project of the National Research Council of Thailand (NRCT). Meanwhile, the Elderly Schools in Pako Municipality and Nong Bua Municipality focused on improving the quality of life of the elderly by promoting skills development, good health, and social participation, particularly in addressing mental health issues and depression among the elderly. (2) Idea generation: The Na Phu Elderly School promoted knowledge exchange and experiential learning through various activities such as counseling, vocational training, and the use of communication technologies. The Elderly School in Pako Municipality emphasized public awareness of the role of the elderly and organized recreational activities to strengthen community relationships. The Elderly School in Nong Bua Municipality focused on improving the quality of life by teaching essential skills and using technology to reduce loneliness and enhance happiness among the elderly. (3) Prioritization and selection of ideas: All three elderly schools systematically prioritized and selected the most appropriate ideas to respond to the needs of the elderly. (4) Implementation: The selected ideas were implemented to improve the quality of life of the elderly, with continuous evaluation and improvement of the projects. (5) Participatory innovation management: All three elderly schools emphasized participation in innovation management by collaborating with external agencies that possess expertise and resources to support the development of elderly’s quality of life. However, the study also found several limitations in the participatory innovation development process, particularly in operational aspects such as unclear strategic planning, insufficient needs assessment, limited communication, and inconsistent resource support. In addition, the lack of systematic evaluation and long-term impact monitoring poses challenges to the sustainability and effectiveness of these initiatives. Therefore, strategic improvements are required to better align innovation development with the current needs of the elderly. |
