Abstract This research aims to study the level of quality of life development of the elderly, factors affecting the quality of life development of the elderly, and guidelines for quality of life development of the elderly in Kalasin Municipality, Mueang District, Kalasin Province. The sample group consisted of 377 elderly. The research instruments were rating scale questionnaires and semi-structured interviews. The statistics used for data analysis were percentage, mean, frequency, and standard deviation. Multiple regression analysis was used. The research results found that the level of quality of life development of the elderly in Kalasin Municipality, Mueang District, Kalasin Province was overall at a high level. Factors affecting the quality of life development of the elderly in Kalasin Municipality, Mueang District, Kalasin Province included self-reliance factors, health promotion behavior factors, and promotion factors from various agencies. The development of the quality of life of the elderly in Kalasin Municipality, Mueang District, Kalasin Province can be explained by 53.70 percent with statistical significance at the .05 level. Guidelines for developing the quality of life of the elderly in Kalasin Municipality, Mueang District, Kalasin Province consist of 1. Should promote skills in daily life, develop knowledge and lifelong learning skills, promote self-reliance in food and health, promote mental strength and economic stability. 2. Promote exercise, health care and physical examination, physical rehabilitation, promote good nutrition, manage health risk factors. And 3. Should organize social activities for the elderly, design public spaces that are friendly to the elderly, promote the role of the elderly in the family and community, improve physical public spaces, and support the economy.
