Abstract The concept of “Green Sugarcane and Sugar” has gained increasing attention in Thailand’s sugar industry as a pathway toward environmental, social, and economic sustainability. As all UN member states have adopted the 2030 Agenda for Sustainable Development which comprises 17 Sustainable Development Goals (SDGs). These goals collectively promoted responsible production and consumption, decent employment, environmental health, and climate resilience to drive progress toward these goals and achieve carbon neutrality by 2050 and net-zero greenhouse gas emissions by 2065. Many countries have adopted the principle of the circular economy, green economy, and bioeconomy, all of which share a common ideology of integrating economic, environmental, and social development. This article applies a comparative and policy analysis approach to review the effectiveness of relevant public measures related to the development of a green sugarcane and sugar industry, with a comparative study of Thailand and Brazil. The findings suggest that applying the Bio-Circular-Green (BCG) economy model and Environmental, Social, and Governance (ESG) principles, guided by the Polluter Pays Principle (PPP), can reduce pollution emissions, enhance production efficiency, and strengthen energy security. These measures also promote sustainable contract farming and foster collaboration among government, private sectors, and communities, driving Thailand’s sugarcane industry toward long-term sustainability.
