| Abstract | การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาเกี่ยวกับการบริหารจัดการที่สนับสนุนสวัสดิการผู้ต้องขังของเรือนจำกลางบางขวาง (2) การพัฒนาการบริหารจัดการ ที่สนับสนุนสวัสดิการผู้ต้องขังของเรือนจำกลางบางขวาง และ (3) ภาพรวมแนวโน้มของการพัฒนาการบริหารจัดการที่สนับสนุนสวัสดิการผู้ต้องขังของเรือนจำกลางบางขวาง การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.91 สำหรับกลุ่มตัวอย่าง ได้แก่ เจ้าหน้าที่ที่ปฏิบัติหน้าที่ในเรือนจำกลางบางขวาง และผู้ต้องขังที่คุมขังในเรือนจำกลางบางขวาง รวม 1,828 คน ซึ่งทั้งสองประเภทได้มาจากการคำนวณหาขนาดของกลุ่มตัวอย่างโดยใช้สูตรของ ทาโร ยามาเน่ เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 1,748 ชุด คิดเป็นร้อยละ 95.62ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า (1) ปัญหาที่สำคัญ คือ ผู้บริหารบางส่วนของเรือนจำกลางบางขวางไม่เห็นความสำคัญของการประเมินผลการปฏิบัติงานที่สนับสนุนสวัสดิการผู้ต้องขัง (2) การพัฒนาการบริหารจัดการที่สำคัญ คือ ผู้บริหารของเรือนจำกลางบางขวางควรให้ความสำคัญกับการประเมินผลการปฏิบัติงานที่สนับสนุนสวัสดิการผู้ต้องขัง นอกจากนี้ ควรเปิดโอกาสให้ประชาชนหรือหน่วยงานภายนอกเข้ามามีส่วนร่วมในการประเมินผลการปฏิบัติงานที่สนับสนุนสวัสดิการผู้ต้องขังอย่างน้อยปี ละ 1-2 ครั้ง และ (3) ในภาพรวม ในอนาคตเรือนจำกลางบางขวางมีแนวโน้ม ของการพัฒนาการบริหารจัดการที่สนับสนุนสวัสดิการผู้ต้องขังในทิศทางที่เปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมมากกว่าในปัจจุบัน || The main objectives of this study were to study (1) problems of management administration supporting welfare of the prisoners of the Bang Kwang Central Prison, (2) development of management administration supporting welfare of the prisoners of the Bang Kwang Central Prison, and (3) trend of development of management administration supporting welfare of the prisoners of the Bang Kwang Central Prison. This study was a survey research using questionnaires which passed pretest and validity check and reliability check at 0.91 level. Total of 1,828 prisoners of Bang Kwang Central Prison were used as sampling group, calculated by Taro Yamane’s formula at the confidence level 95%. The 1,748 sets of questionnaire were collected, equal to 95.62 % of the total samples. Statistics used were percentage, mean, standard deviation, and t-test. In-depth interview of experts was also applied. The study results showed that (1) the main problem was some executives of the Bang Kwang Central Prison’s insufficient emphasis on performance evaluation supporting welfare of the prisoners; (2) the important development of management administration was the executives of the Bang Kwang Central Prison should emphasize on performance evaluation supporting welfare of the prisoners as well as open the opportunities for people or outside organization to participate in performance evaluation supporting welfare of the prisoners at least 1-2 a year; and (3) in overall,the Bang Kwang Central Prison’s trend of the development of management administration to support welfare of the prisoners was in the direction of opening opportunity for people to participate more than the present. |
