Abstract | The purposes of this study are:1) to study human resources management elements based on the criteria of the Office of the Basic Education Commission Quality Award;and 2) to study human resources management processes of a world-class standard school, having the best practice based on the criteria oftheOffice of the Basic Education Commission Quality Award by using qualitative research methodology. The research sample are 7 secondary world-class standard schools selected by purposive sampling. The data resources are 7 operation reportsbased on the criteria oftheOffice of the Basic Education Commission Quality Award from each school. The informants are school directors and relevant workforces which amountto26 people. Research instruments are recorded data, survey questionnaireandinterview form. The datawas analyzedby a content analysis approach.The results of the research were as follows:1.There were 2 key elements of human resources management based on the criteria of the Office of the Basic Education Commission Quality Award, whichincluded workforce environment and engagement.2. The human resources management process of world-class standard schools, having the best practice based on the criteria of the Office of the Basic Education Commission Quality Award included:1) Determiningtheneedsoftheworkforce’s capability and capacity;2) Recruiting, hiring, appointing and retaining new workforce members;3) Work force accomplishment management;4) Workforce change management;5) Workforce Environment management;6) Workforce policies and benefits management;7) Reinforcing the organization culture;8) Determining drivers of engagement;9) Assessment of engagement; 10) Performance management;11) Learning and development system;12) Assessment of Learning and developmenteffectiveness; and 13) Career progression management. |
