Abstract The purpose of this article was to develop a conceptual framework of teachers’ roles in promoting safety behaviors for preschoolers in schools under the Office of the Basic Education Commission. The research procedure began with a literature review by categorizing and sorting relevant content consisting of teacher strategies to promote safe preschool children’s behaviors, guidelines for preventing injuries and promoting safety in children, and competencies of early childhood children 3-5 years of age through guidelines for caretakers and teachers. A conceptual framework of the teachers’ roles in promoting safety behaviors for preschoolers was developed in 3 phases: (1) safe environment consisting of preparation of a safe space, proper storage of dangerous goods, and the selection of durable products that meet strict safety standards; (2) care and protection; and (3) teaching about safety by being a role model, arranging activities, and educating children.
