| Abstract | This research aimed to (1) examine factors related to the performance of personnel at the Kalasin Provincial Education Office and (2) propose guidelines for improving personnel performance within the context of New Public Management. A mixed methods research design was employed. The population for the quantitative phase consisted of 47 personnel of the Kalasin Provincial Education Office. Data were analyzed using descriptive statistics and qualitative content analysis.The findings revealed that factors related to personnel performance comprised three dimensions: internal factors, motivational factors, and hygiene factors. Among these, internal factors related to organizational strategy and management systems were identified as the most critical factors influencing performance, particularly the clarity of strategic direction, role delineation, and the application of information technology in management processes. This was followed by motivational factors related to achievement, reflecting the importance of task assignment aligned with competencies, recognition of work performance, and opportunities for career advancement. In addition, hygiene factors related to policies and administration played a significant role in enhancing job stability and organizational commitment.The proposed guidelines for performance improvement include establishing a concrete and systematic mechanism for communicating organizational strategies, enhancing digital and data-analytic competencies of personnel, promoting participatory decision-making, and improving human resource management systems to ensure transparency and alignment with performance outcomes. These guidelines can serve as a strategic framework for improving the effectiveness and sustainability of personnel performance at the provincial education administration level. |
