Abstract Purpose: This study investigates how horizontal collaboration can enhance supply chain resilience in a country, Myanmar, experiencing huge political and economic fluctuations. This study aims to build resilient supply chain to deal with the uncertainties of laws and policies. Research design, data and methodology: The case study of Specialists Veterinary Resources (SVR) clinics in Mandalay and Pyin Oo Lwin is done with qualitative research approach conducting semi-structured interviews with clinic owners, managers and veterinarians to address the supply chain disruptions, equipment failures, supplier inconsistency, and risks inside horizontally collaborated supply chain, such as breakdown of trust, problems in partnerships, misalignments of objectives between collaborated clinics and vulnerabilities in information-sharing segments. Results: Risk evaluation revealed Zone A (critical) risks, with Partnership Risk, Logistics Risk, and Trust Risk identified as the most operationally threatening within the horizontally collaborated supply chain. Conclusions: Findings demonstrate that formalized contingency planning, redundancy mechanisms, and a structured corporate culture framework collectively reduce the probability and consequences of these critical risks. The proposed collaborative model, incorporating standardized SOPs, a contract template, and a referral checklist provides a replicable governance structure for service-sector SMEs operating under conditions of political and regulatory volatility.
