| Abstract | This studyfocuses onstrategic human resourcedevelopmentcapabilityand firm performance in the context of theThaiinformation and communication technology(ICT) sector, whichhas beenone ofthemaindriversofeconomic growthin the country.Specifically, itseeks toinvestigatethe determinants of strategic human resource development capability and firm performancethrough the mediating effect of employee commitment awareness, valuable operational improvement,and business effectivenesswith technology learning capability asa moderatingvariable on the relationship among strategic human resource developmentcapability and consequence variables. A survey questionnaire wasused to collect data. 389managing directorsor managing partnersof Thai firms in the information and communication technology (ICT) industrywere selected as key informants.AnOrdinary Least Squares regression analysis was conductedto examine all the hypotheses.The results indicate that threedimensions of strategic human resource development capability(employee competency focus, strategic individual learning,and innovation creativity development)have a partial significant positive effect on employee commitment awareness, valuable operational improvement and business effectiveness.Moreover, employee commitment focushasa significant positiveeffect on valuable operational improvementandvaluable operational improvementhas a significant positive effect on business effectiveness.Similarly, alltheconsequencevariableshave a significant positive effect on firm performance.
